  译文Online Betting Removed from NJ BillLegislators removed sections from New Jersey’s sports betting bill that would have allowed online gambling. According to sponsors of the gambling bill, the changes were necessary to avoid a veto from Governor Chris Christie, who was concerned over the constitutionality of the provisions.

  Though New Jersey has one of the biggest gambling markets in the United States, the state does not allow sports betting. Senator Ray Lesniak introduced a bill to allow sports betting in Atlantic City. Proponents of the bill say that if a similar casino market in Las Vegas is able to benefit from sports betting, Atlantic City should as well. The bill would create jobs and inject more money into the struggling local economy.

  Aside from allowing people to place bets at Atlantic City casinos and at horse tracks anywhere in the state, the bill originally allowed bets to be placed online or via smartphone. The problem is that New Jersey’s state constitution says that gambling is allowed only within the city limits of Atlantic City (with the exception of pari-mutuel betting, such as horse races)。 Governor Christie is concerned that if you allow online bets and mobile bets, people could bet from anywhere in the state, which potentially could violate the constitution. Governor Christie vetoed an online gambling bill in March over the same constitutional concerns.

  Senator Lesniak says that the final votes on the bill will take place on January 9. Even if Christie signs the bill, though, the state still faces a tough challenge. Federal law bans sports betting, with exceptions made for only four states (Nevada, Oregon, Delaware, Montana) that had existing sports betting before the law was passed. If the bill is signed, the next step will be for the state to challenge the federal law and try to get it overturned as unconstitutional.
