赌场：给两个在果阿离岸赌场的封闭令

　　由于未能从海运总局（DGS）获得许可，果阿政府今天下令强制关闭停泊在Mandovi河的两个浮动赌场。在这一道禁令规定，国家内政部对“皇家赌场”和阿拉伯海国王这两个海上赌船执行关闭。

　　阿拉伯海国王属于维克托酒店及汽车旅馆公司所有，而“皇家赌场”是由Highstreet游船及娱乐公司所拥有。在印度，果阿是国家唯一有浮动赌场的地方。政府命令，由副局长兼副总裁Dangi签署，表示它是强制性的离岸赌场DGS许可证，而这两个赌场违反了果阿的《反赌博法》。禁令下达之后，相关的官员说，老虎机和赌桌游戏也被要求停止，任何船上的赌博都成为了未经授权的违法行为。

　　国家警察，海关和商业税收人员也都开始行动。2010年12月12日，政府发布了关于赌场运营因由的管理通知书，并给赌场经营商7天的时间来回应DG航运许可证的相关问题。需要提交牌照，所有的管理层都在寻求更多的时间来应对，这不仅仅是由民政部门批准就可以的了。港口总署说：所有的赌场中只有四个离岸赌场，即皇家赌场，赌场Caravelha，傲慢赌场和狂欢赌场，在最新封闭公告发布前，七个赌场中，只有四个是在开展业务的。

　　Casino: Closure Orders for Two Off Shore Casinos in Goa

　　For failing to get mandatory license from the Directorate General of Shipping （DGS）， Goa government today ordered closure of two offshore casinos anchored in Mandovi river. In its order, the state Home Ministry asked two offshore casino vessels M V Casino Royale and M V Arabian Sea King to shut their operations.

　　MV Arabian Sea King belongs to M/s Victor Hotels and Motels, while Casino Royale is owned by M/s Highstreet Cruises and Entertainment. In India, Goa is the only state to have offshore casinos. The government order, signed by under secretary （Home） VP Dangi said that it is mandatory for the off shore casinos to have license from the DGS and both the casinos have violated Goa Anti-Gambling Act. Following the order, officials said that as the operation of slot machines and gaming tables have been asked to be stopped, any gambling activity on the vessel becomes unauthorized.

　　To state police, excise department and department of commercial taxes for action from their side, the order has also been referred. On December 12, 2010, both the casino managements were issued show cause notices and they were given seven days time to respond on the issue of DG shipping license. To furnish the licenses, both the managements had sought additional time, which was not granted by the Home department. Department of Ports sources said that only four off shore casinos i.e. Casino Royale, Casino Caravelha, Casino Pride and Casino Carnival, out of the seven casinos are operational before the fresh announcement of closure.

　　To enforce the order issued by the home ministry at the earliest, the official further said that the district magistrate and the local police had been instructed. Of the six offshore casinos operating in Mandovi river, for violating the laws, one was closed earlier by the state Home Ministry. Just three floating casinos are left in the river, which flows along Panaji, with the closure of two more casinos. offshore casinos in Goa have been facing opposition. For projecting Goa as a gambling destination, they are seeking a ban on them.
