PROBLEM gamblers will pay part of the price for Perth's new luxury hotel rooms, Australia's best-known anti-pokies campaigner says.

Casino operator Crown on Wednesday announced it would start constructing the 500-room, six-star Crown Towers Hotel at its Burswood Entertainment Complex next year, partly built on land to be bought from the West Australian government for $60 million.

As part of the deal, the WA government has decided not to oppose Crown's application to the gaming regulator to roll out a further 500 poker machines and 130 gaming tables at the Burswood casino - the only venue in the state where pokies are allowed - over the next five years.

It's understood the James Packer-controlled company has an existing licence for 2000 poker machines at Burswood but only operates 1500.

Independent senator Nick Xenophon expressed dismay at Crown's plan.

"A sizeable chunk of the hotel rooms will be paid for off the backs of problem gambling," Mr Xenophon told AAP.

"James Packer knows he has just been handed the gift that will give him hundreds of millions of dollars for years to come."Ian Carter, chief executive of Anglicare WA, said problem gambling could have a devastating impact on families and was estimated to cost the economy about $5 billion per year.

"The Productivity Commission report and a whole range of other reports around this country have clearly highlighted the cost to our community of gaming machines and poker machines," Mr Carter told ABC Radio.
