The new operator of The Meadowlands Racetrack - who has long pushed the idea that slot machines and other casino-like gambling is needed to support the horse racing industry in New Jersey - upped the ante Thursday, suggesting he would pay a tax of as much as 55 percent of revenue derived from slot machines at the track.

Jeff Gural, who offered his “informal proposal” at a state Assembly hearing at the Meadowlands, predicted that rate - nearly seven times what the casinos in Atlantic City now pay - would yield $350 million in annual revenue for the state.

Democratic Assemblyman Ralph Caputo of Belleville and Republican counterpart Ronald Dancer of Ocean County both called the Gural proposal a “game-changer” because it would preserve a competitive advantage now held by Atlantic City sites: amenities such as hotel rooms, high-end restaurants, and major concerts.

“I wouldn’t be competing with those resorts” in Atlantic City, Gural said, adding that his estimates were based on having 4,000 to 5,000 slot machines at the Meadowlands site.

But Christie was not budging Tuesday when asked about the hearing and Atlantic City.

“We’re into our second year now of a five-year plan,” Christie said at an event in Trenton. “I’m certainly not going to change course when I said that I had set out a five-year plan. So I think any conversation about extending gaming to the northern part of the state, or anyplace else in the state, is a waste of time.”

Gural said he agreed - to a point - with the stance taken by Christie and state Senate President Stephen Sweeney, D-Gloucester, that Atlantic City should be given time to get back on its feet before their statewide monopoly might be revisited.

“I agree with the governor to give Atlantic City a chance, but I don’t think you need to give them five years - maybe two years,” Gural said.

He hopes to open his new $85 million grandstand at the site of the current Meadowlands backstretch by the end of 2013. Gural said a casino could be built next door to the new facility, near Paterson Plank Road and the NJ Transit tracks.

Gural said that a portion of the slots revenue should be used to bolster horse racing purses at the Meadowlands and Monmouth Park, saying that horse racing fans wind up spending money at the casino as well.
