英国和马耳他对网上赌博的不同态度

  在英国,赌博本身有着非常悠久的历史传统。最近,文化局局长杰里米亨特挺身而出,声称英国的赌博法律与英国的传统不一致。不过,他表示,更新网上赌博法需要循序渐进,不能操之过急。此外,亨特还承认,英国在2005年首次实施的网上赌场政策存在不少漏洞。但目前反对网上赌博合法化的呼声依然很高,因此赌博法修订被推迟到2012年年底。

  另外,英国旅游和遗产部长约翰彭罗斯指出,当前在线赌博调控体系根本没有起到调控作用。线赌博调控体系总部设在英国,这对处在海外的公司或运营商不甚公平。另外还有两个比较棘手问题,第一,玩家利益难接受妥善的保护,第二,英国网上赌场的收入,应该重新定向到其他地方。

  但是,即使官员同意更新网上赌博法案,网上赌博依然会面临其他问题,而且如今英国尚没有任何计划改善这些问题。

  Online gambling has always been a delicate subject, and over the past few months its situation has become that much more delicate. Ever since the Black Friday events basically shook the foundation of the US online poker industry, there hasnbeen a day when the legality and regulation of online gambling wasnin the spotlight. So here are a few updates on some online gambling laws in Great Britain and Malta.

  We start things off in the UK, a country where gambling itself has a very long tradition. Recently, Jeremy Hunt, the Culture Secretary, has come forward, claiming that the gambling laws in the UK are inconsistent. However, he denied any efforts to make changes to these laws anytime soon. Hunt admits that the online casino policy that was first introduced in 2005 wasnthe success they were hoping for, and the whole implementation of the Gambling Act raises some doubts. However, any rumored amendments to the standing Gambling Act are to be postponed until late 2012, so any hope for an improvement in the UK anytime soon can be put on hold.

  John Penrose, the Minister for Tourism and Heritage in the UK, has also declared that the current system for online gambling regulation simply doesnwork. The companies based in the United Kingdom are disadvantaged, as other operators, based overseas, receive an unfair advantage. This sparks two problems: first, the players donbenefit from proper protection, and second, the incomes that should come to the UK are redirected elsewhere.

  But, even though the two officials agree that online gambling is a problem nowadays in the country, the UK doesnhave any plans to fix it anytime soon.

  Now on to Malta, where we have some better news. The Maltese government has launched a public tender process, which will give them the right to operate the National Lottery starting in 2012. The existing Lottery in Malta is run by a private company (Maltco Lotteries) which has recently sold 73% of their shares to a company based in Athens (Intralot SA), with the remaining 27% being owned by a group of local businessmen. The new legal tender will cover a series of games, including fixed-odds betting, horseracing, Keno games and scratchcards.
